Pheasants Forever and Quail Forever Promote Sarah Mills to CHRO

St. Paul, Minn. – August 8, 2025 - Pheasants Forever and Quail Forever have announced the promotion of Sarah Mills to Chief Human Resources Officer (CHRO). In her new role, Mills will continue to oversee all HR functions for the organization while fostering a thriving organizational culture amongst its employees.

“Sarah first came to The Habitat Organization in 2018 and made an immediate impact within the ranks of our teams via engagement surveys, best management practices for a growing team, and improving several key internal programs,” said Marilyn Vetter, president and CEO of PF & QF. “Her efforts have helped transform Pheasants Forever and Quail Forever into a nationally recognized workplace where we continue to attract top-level talent. Sarah will excel in her new role and will continue to develop our team, which in turn helps us deliver our habitat mission.”

As the new CHRO, Mills will lead the human resource functions, overseeing talent acquisition, performance management, compensation and employee benefit plan design and administration, employee relations, training and development, culture, and overall HR strategy. Likewise, she will collaborate with other senior leaders to optimize the organization's performance, growth, and team effectiveness.

Mills brings extensive work experience in human resources to her new role, including seven years as director and vice president of human resources at PF & QF starting in 2018, and four years as a HR professional at Westinghouse Electric Company starting in 2014. Previously, Mills honed her HR skills at the Target Corporation from 2005-2014. She obtained a Bachelor of Science degree in Human Resources Management from Minnesota State University-Mankato in 2005, is a Society for Human Resource Management Certified Professional, and is currently pursuing the Chief Human Resources Officer Program with Wharton Executive Education.
